International development consulting firm Palladium has appointed global development executive Llyr Rowlands as Chief Operating Officer, based in Washington, DC. A trained lawyer, Rowlands brings extensive experience managing energy and critical infrastructure programs and delivering technical assistance across Central Asia, Western Balkans, Moldova, Ukraine, the Pacific Islands and sub-Saharan Africa, including chief of party roles under USAID-funded contracts. Prior to joining Palladium, he led Tetra Tech's international energy business.
